Integração dos controles marítimo e aduaneiro de embarcações na Amazônia Azul: agregando efetividade no combate à sonegação fiscal e aos ilícitos transfronteiriços

Abstract

Brazil has a great maritime vocation, represented by the extensive coast with an enormous international maritime trade and by the strategic relevance of the area called "Amazonia Azul", with large reserves of minerals and animals. However, this vocation is also a source of threats as long as in these areas occurs a range of transboundary crimes (illegal fishing, smuggling) that, quite often, are accompanied by tax evasion. The aim of the present research is to contribute to this scenario from the evaluation of maritime and customs control of vessels that are currently conducted in Brazil by the Brazilian Navy (MB - Maritime Authority) and the Brazilian Federal Revenue (RFB - Customs Authority). The maritime control system adopted by The United States and its similar agencies, the United States Coast Guard (USCG) and the United States Customs and Border Protection (USCBP) was evaluated as "benchmarking". The research reached a few conclusions. The first relates to the need of increase the integration between vessels controls operated by MB and RFB. The updating of procedures set by these agencies for marinas that receive foreign vessels was also proposed. Finally, it was recorded the need of a staggered implementation of SisGAAz and the creation, by the Maritime Authority, of an inter-agency maritime center. Adding capacity in the Brazilian State to defend and protect the sea borders is an urgent and increasing need. The proposals of this research paper, which are all aligned with the National Defense Policy (PND) and with the strategic planning of RFB, go exactly in this direction.
