A Segurança internacional e o terrorismo: reflexos para o Brasil

Abstract

This monograph approaches Terrorism as one of the most worrisome phenomena for International Security. The objective of this study is to analyze the concepts of terrorism by actors and international organizations comparing them with the perception and the Brazilian legislation to conclude on reflexes for Security and Defense. The methodology used included a bibliographical and explanatory research, using works by consecrated authors, monographs of the Higher School of War (ESG) and consultation of ostensible scientific articles on terrorism and international security on specialized websites. It also focused on the treatment of the subject set forth in Brazilian legal norms, especially Law 13,260 of March 16, 2016 (Antiterrorism Law), the National Defense Policy, the National Defense Strategy and the White Defense Paper. The work was limited to the analysis of antiterrorism concepts, policies and strategies advocated by International Security and Brazil and was restricted to the perception by the International System of the so-called "New Terrorism", whose representative mark was the terrorist attack of September 11, 2001. The conclusion presents reflexes for the Security and Defense of the country from the comparison of perception and Brazilian legislation with that of the International System.
