Abstract

This present work, based on the documentary, bibliographic analysis, interviews with experts and the author's experience, tries to present at which level the national institutions, which are sensitive to the defense against the nuclear, biological, chemical and radiological (NBCR) threats, are prepared for a prompt response to emergencies of this nature. The study exposes the concepts of crisis, emergency, disaster, and catastrophe. It combines the fundamentals of defense and security with the risk of threats of terrorism, calamities, and the employment of NBCR agents. Based on the researches and interviews carried out, it was concluded that the individually raised perceptions serves as evidence of the current fragmentation and the limited actions performed by each of the organizations and institutions related to the NBCR management theme. Taking advantage of the survey carried out, the study presents the lessons learned from the Great Public Events, and that it is possible to establish a Cabinet of NBCR Crisis structure taking advantage of existing correlated systemic structures. Finally, proposals are presented that can optimize security and defense in multidisciplinary structures that will constitute a Crisis Office to address and manage NBCR emergencies.
