| Abstract: | This essay aims to analyze the structure of the Brazilian Navy for Maritime Security in Blue Amazon, as well as the improvement of its relationship with other agencies directly involved in the repression of illegal activities in the maritime environment. Initially, the paper introduces general characteristics of the Brazilian maritime frontier based on the definitions established by the United Nations Convention on the Law of the Sea, the specificities of the “Blue Amazon,” and its importance under the perspectives of sovereignty, economy, and strategy. Subsequently, it explores the activities of the Brazilian Integrated Maritime Security Center (“CISMAR”) regarding to its contribution to Maritime Security, its strategic intelligence interagency operations, and also introduces the concept of Maritime Situational Awareness. Following those topics, the essay describes the Blue Amazon Management System (SisGAAz), a strategic program of the Brazilian Navy, as a tool designed for Command, Control and Integration with other systems to improve Maritime Security. The conclusion suggests that to improve Maritime Security, the Brazilian Navy still depends on an integrated system to monitor Brazilian Jurisdictional Waters (AJB) since it operates with restrictions with the current systems. |
| Description: | Este ensaio tem como propósito analisar a estrutura da Marinha do Brasil para a Segurança Marítima na Amazônia Azul, bem como o aprimoramento do seu relacionamento com outras agências diretamente envolvidas com a repressão às atividades ilícitas no ambiente marítimo. Inicialmente foram apresentas as características gerais da fronteira marítima brasileira a partir das definições estabelecidas pela Convenção das Nações Unidas para o Direito no Mar, as especificidades da Amazônia Azul e a sua importância nas perspectivas da soberania, da economia e da estratégia. Posteriormente, são apresentadas as atividades do Centro Integrado de Segurança Marítima (CISMAR) concernentes à sua contribuição para a Segurança Marítima, suas operações interagências de inteligência estratégica e introduzida a noção de Consciência Situacional Marítima. O trabalho continua com a apresentação do Sistema de Gerenciamento da Amazônia Azul (SisGAAz), programa estratégico da Marinha do Brasil, como uma ferramenta para o comando, controle e integração de demais sistemas para o incremento da Segurança Marítima. A conclusão indica que para se incrementar a Segurança Marítima, a Marinha do Brasil depende ainda de um sistema integrado para o monitoramento das Águas Jurisdicionais Brasileiras (AJB), haja vista que operamos com restrições nos sistemas atuais. |
