Operação de paz híbrida: os impactos da característica híbrida na implementação e execução da UNAMID

Abstract

Peace operations have become one of the main means by which the United Nations (UN) achieves its goals of maintaining peace, international security, and international cooperation. Thus, it is necessary to analyze the evolution of these initiatives. This dissertation aims to contribute to this analysis, based on the study of the United Nations-African Union Mission in Darfur (UNAMID) (2007-2020), considering the following research question: How did the hybrid characteristic of the mission impact the implementation and execution of UNAMID? The hypothesis is that hybrid operations can contribute to the deployment of peace missions by mitigating the interests of intervening organizations that are unrelated to the mission; by providing a better understanding of conflicts through the perspective of the regional organization; and by facilitating the obtaining of consent from the host state. In order to achieve the main objective of understanding how the hybrid characteristic of UNAMID impacted its implementation and execution, this study used a bibliographic research methodology on the development and regionalization of peace operations and on UNAMID. In addition, documentary research was conducted in databases available by the UN and the African Union, with a view to analyzing the main documents concerning UNAMID. This research allowed to conclude that the results presented jointly by the two organizations may suggest consensus between them. It was also observed that the African Union's actions were fundamental in obtaining the consent of the Sudanese government.
