A internalização de atividades logísticas no Correio Aéreo Nacional: viabilidade à luz da qualidade

Abstract

The Brazilian Air Mail Service (Correio Aéreo Nacional – CAN) plays a strategic role in the integration of the national territory, in humanitarian aid actions, and in the reaffirmation of national sovereignty. With the increasing complexity of logistical operations and of decisions regarding strategies to enhance efficiency in public administration, the choice between outsourcing or performing tasks with internal resources insourcing / internalization) becomes essential. The main objective of this study was to analyze the feasibility of internalizing the logistical support of ground assets of the National Air Mail System (SISCAN) in the period from 2023 to 2024, by comparing it with the results of the outsourcing model employed in the previous biennium (2021–2022). The research employed the deductive method, with a quantitative-qualitative approach, through documentary and bibliographic research, in addition to the analysis of data from the Integrated System of Logistics of Material and Services (SILOMS). The Resource-Based View (RBV) Theory of Jay Barney and the Service Viability Theory of Fitzsimmons and Fitzsimmons served as the basis for the theoretical framework. The results showed a relative increase of 29.9% in the average Logistical Availability (LA) after internalization, rising from 62.42% to 81.08%. On the other hand, the Logistical Cost (LC) showed a real increase of only 7.1%, after adjustment for inflation. The quality analysis, based on the relationship between performance (effectiveness) and cost-benefit (efficiency), classified the internalization model as “Extremely Viable.” The decision to internalize logistical activities within CAN proved to be a sound strategy that strengthens the operational resilience, autonomy, and response capacity of the Brazilian Air Force, in addition to contributing to the preservation of essential skills for National Defense.
