Parcerias Público-Privadas como instrumento de aprimoramento do ecossistema nacional de cibersegurança

Abstract

This work's main objective is to analyze the extent to which Public-Private Partnerships (PPPs) can be used effectively to improve the Brazilian cybersecurity ecosystem from the perspective of security, development and national defense. The analysis was initially carried out with the presentation of the main concepts about cybersecurity and PPPs together with the current situation of these topics in Brazil. Secondly, we analyze the evolution and current situation of cybersecurity in Israel, a global reference in cybersecurity. The results obtained in field research on cybersecurity and PPPs carried out between July and August 2024, with the Brazilian federal public administration, considered as the demandant of cybersecurity solutions, were also presented, which identified that 43.6% do not have a continuity plan to deal with cyber-attacks, as well as the main challenges faced by national manufacturers. Finally, to conclude, the work presents ways to induce partnerships in the development of national cybersecurity, such as, for example, the creation of the National School of Cybersecurity, as well as what studies and research can still be carried out on the topic.
