Articulação entre defesa e política externa: mecanismos institucionais brasileiros e indianos para uma grande estratégia

Abstract

This paper examines the institutional mechanisms that underpin the articulation between defense and foreign policy in Brazil and India, exploring their potential for establishing a cohesive grand strategy. Given the systemic limitations imposed on countries occupying intermediate positions within the global power hierarchy, both nations face unique challenges in aligning defense and diplomacy to achieve strategic goals. The study identifies structural features that facilitate interagency coordination, including specific structures dedicated to defense within the Ministry of Foreign Affairs (or Ministry of External Affairs in India) and to international affairs within the Ministry of Defense, the presence of liaison agents between the two ministries, an inter-ministerial council, a network of military attachés, and other commissions and assignments abroad. As a data collection technique, a review of official documents was conducted, searches were done on the websites of relevant agencies, and requests for access to information were submitted. Findings reveal that Brazil and India have developed institutional frameworks enabling collaboration between their defense and diplomatic sectors, although notable differences exist, particularly in ministry structures. This paper does not focus on the effectiveness of these mechanisms; however, the findings can serve as a foundation for future research. Key considerations for subsequent studies include the impact of external geopolitical dynamics on these institutional mechanisms and the potential for Brazil-India collaboration as regional powers within the Global South.
