A inteligência cibernética e a proteção das infraestruturas críticas de interesse do país

Abstract

Increasingly, services and systems that are considered vital to a society's day-to-day operations are available over the Internet. This brings many benefits, but there are also many challenges to be overcome in the cyber field. These essential services, known as Critical Infrastructures (CI), which include health systems, financial sector entities, communications systems, telephone systems, state and government services, among others, are more accessible and susceptible to malicious actions. In this work, the author addresses issues related to sharing information about cyber threats, an approach that is widely accepted among information security professionals in the fight against digital threats. A survey of the Brazilian regulatory framework is carried out with a view to identifying guidelines for the protection of CI, as well as the main actors and initiatives that encourage the adoption of information sharing as a viable solution for the protection of sovereignty and National Defense. Finally, possible actions resulting from the creation of a National Cybersecurity Agency (ANCiber) are discussed, acting in collaboration with the Brazilian Intelligence Agency (ABIN), the Military Cyber Defense System (SMDC) and other entities in the public and private sectors, all aimed at strengthening the protection of national Critical Infrastructures.
