Operação carro-pipa enquanto missão do Exército Brasileiro na região do semiárido brasileiro: um estudo de caso

Abstract

In 1998, due to the severe drought in the Brazilian Semiarid (SAB) region, the Emergency Drinking Water Distribution Program, called Operation Water Tanker (OCP), was created by the Ministry of Integration and Regional Development supported by the Ministry of Defense. The Brazilian Army (EB) is the organization responsible for planning and executing the operation, through the Northeast Military Command, which permanently employs its Executing Military Organizations (OME). This study aims to analyze aspects related to the use of EB in lasting subsidiary action, more specifically in the OCP, evaluating the existence of impacts on the fulfillment of its constitutional duties, in addition to contributing to the maturation of the creation of an efficient and effective public policy with reinforcement in human resources, physical structures and equipment for the development of the program in partnership with MIDR and the state and municipal governments of the regions affected by the drought. In this work, bibliographic research was conducted to compose the theoretical framework, as well as a field study with commanding officers of military organizations and heads of OCP offices, in order to achieve the proposed objectives. In the end, it was concluded that the Carro-Pipa Operation (OCP) significantly impacts the development of the essential activities of the Brazilian Army (EB). However, until a solid public policy is established to structure the National System of Protection and Civil Defense (SINPDEC), the responsibility for coordinating and executing the operation should remain under the purview of the EB. The author recommends the continuation of studies until this system is properly structured, allowing the OCP to be deliberately managed by civilian agencies, in accordance with existing public policies.
