Integração de estruturas de cibersegurança na Polícia Militar de Santa Catarina: um estudo sobre a sinergia entre defesa e investigação cibernética

Abstract

This essay addresses the integrated creation of cybersecurity structures within the Military Police of Santa Catarina, focusing on the synergy between the areas of cyber defense, cyber investigation, and cyber counterintelligence. The objective is to propose a completely new cybersecurity structure within the current framework of the Military Police, taking advantage of the competencies already attributed to its sectors by laws and regulations. It analyzes the theoretical framework of public and private companies, especially utilizing the private sector concept of red team, blue team, and purple team, adapting it to the reality of military police forces. The study presents the current structure of the Military Police of Santa Catarina, highlighting the Directorate of Information and Communication Technology (DTIC), responsible for physical and logical infrastructure, and the Central Intelligence Agency (ACI), responsible for investigation, intelligence, and counterintelligence. The research proposes the creation of an integrated and collaborative structure between cyber defense and investigation, supported by joint training activities and a clear division of responsibilities.
