A segurança e a defesa cibernética no Brasil: análise dos discursos das Forças Armadas brasileiras (2016-2021)

Abstract

This paper aims to analyze the discourses of the Brazilian Armed Forces on the impact of technologies on Brazil's cyber security and defense. In methodological terms, the research is characterized as a qualitative bibliographic and documentary approach. The study's object of analysis is the official speeches of the Armed Forces (FA), which are available on the agency's institutional website in the form of interviews, lectures, institutional reports and transcripts of videos and audios from social media. As for the time, data related to the dissemination of information on the activities of the Cyber Defense Command (ComDCiber) from 2016 to 2021 was analyzed. To this end, the research relies on French discourse analysis, as well as intellectuals in the field, to analyze military pronouncements on the subject. Throughout the process of analyzing the AF's discourse, we noticed that the expressions "collaboration", "cooperation", "training", "investment" and "development" used recurrently make sense of the impact of technologies on Brazilian cybersecurity and defense. The AF has persuasive speeches, showing progress in improving the strategies adopted to ensure the protection of cyber defense systems. On the other hand, we can see that the FA suggest a restriction on the total control of foreign technology suppliers to Federal Public Administration (FPA) bodies. In addition, the discursive marks reinforce the need to increase the FA's capacity to act in cyberspace.
