Abstract

The definition of the concept of National Power in the ESG Doctrine is based on the idea that the State has the capacity to achieve and maintain the National Objectives; thus this capacity of the State is an attribute of it. Another epistemological element that supports the conceptualization is the fact that in order to achieve the National Objectives, the State can legitimately use force, in order to coerce or overcome any antagonistic forces that stand between the State and the objectives pursued by it. The research's mobilizing question is to contrast this definition of the concept of National Power with the phenomena of the present time, especially those associated with organized crime. Has the Brazilian State been able to impose its will, use force legitimately, to preserve or restore public order in troubled areas? The question allows us to foresee a herculean difficulty in reconciling the National Power, as proposed in the ESG Doctrine, with the phenomena associated with organized crime, proposing the research to present theoretical foundations that can contribute to redefining the definition of the concept of National Power to light of the phenomena that are contemporary to us.
