Metodologia de planejamento estratégico da Escola Superior de Guerra: uma proposta para a Polícia Militar de Minas Gerais

Abstract

This monograph has strategic planning as its theme, with an approach focused on its applicability in the public sector. The objective of the study is to present a proposal for a strategic planning methodology applicable to the Military Police of Minas Gerais, having as reference the methodology developed by the Higher School of War (Brazil), which is focused on the Common Good and, therefore, is directly related to Defense and to Public Security. Strategic planning is characterized as a systematic process of formulating organizational objectives and strategies, based on the interaction between the external and internal environments. Thus, its application in the public sector represents an opportunity to transform and improve the services provided to citizens, through the insertion of a culture focused on strategic thinking. For the elaboration of this work, bibliographic and documentary research was carried out, having as reference contemporary theories of Administration, with an emphasis on strategic planning, and normative documents and reports issued by the Military Police of Minas Gerais. This is an exploratory research, in terms of objectives, and a comparative one, with regard to the method of the procedure. From the comparative study between the methodology of traditional strategic planning and the methodologies of the Higher School of War and the Military Police of Minas Gerais, we sought to identify and analyze their similarities and differences, in the light of the theoretical framework built, in order to contribute with the answer to the research problem. The conclusion of the study is that the methodology of the Escola Superior de Guerra can contribute to the improvement of the process of elaborating the strategic planning of the Military Police of Minas Gerais, through the insertion of activities related to threat risk analysis, Suitability test, Feasibility and Acceptability and elaboration of scenarios.
