O sistema do Tratado da Antártica à luz da teoria dos regimes internacionais: formalidade normativa e convergência de expectativas

Abstract

This work aimed to verify if the Antarctic Treaty System - from the perspective of the Theory of International Regimes and also considering the Antarctic as an international public domain - is being effective in terms of formality and convergence of expectations. For this purpose, techniques and procedures for the collection of data already published in relation to the object of the study, analysis of official documents, technical publications from governmental sources, national and international academic works, texts from specialized journals, and interviews with experts on the subject were considered in this research. As main results, based in the inferences, it was possible to verify that the Antarctic Treaty System can be defined as being a classic regime as it presents a high formality and a high convergence of expectations, despite the growing number of activities and interests with disruptive potential in the Antarctic region capable of leading to structural changes in the Antarctic regime.
