O Mapa Estratégico do Comando da Aeronáutica à luz da teoria do Balanced Scorecard e dos preceitos da governança pública

Abstract

The Strategy Map of the Brazilian Air Force Command (COMAER) is how the institution describes and communicates its organizational strategy. Thus, this article aims to address the structure of the Strategy Map of the Air Force Command, in the light of the Balanced Scorecard (BSC) theory and the precepts of Public Governance, first analyzing whether the strategic map of the BSC meets the precepts of the Brazilian Public Governance; to then analyze the significance of the Strategic Objectives within each Perspective of the Strategy Map; and also investigate the alignment of the Strategic Objectives with the Strategy as a whole. As a theoretical framework, the BSC theory and the most important publications on Brazilian Public Governance were used. To achieve this goal, applied research was carried out, analyzing the specific case of COMAER; making use of bibliographical research, based on scientific works and legislation already published on the theory of the BSC and Public Governance. Finally, it was concluded that the COMAER Strategy Map, although meeting the precepts of Public Governance, did not adequately represent the organizational strategy, as it lacked objectives that were linked to the National Defense Policy Concept, considering that the Brazilian Air Force (FAB) integrates the military element of the National Power.
