O fortalecimento da Base Industrial de Defesa e as políticas educacionais brasileiras

Abstract

This study presents the features of the Brazilian Defense Industrial Base and points out the main issues to its strengthening based on the current situation of scientific and technological expression of the National Power and, more specifically, on the educational policies adopted in recent years, with reflection in the first two decades of the 21st century. Initially, the Industrial Defense Base will be analyzed through its history, trade data and military expenditures from 2001 on. In addition, it will be discussed the main public policies of defense industry, the influence of realistic theory on the National Defense Policy and the challenge of industrial denationalization. Then, the scientific and technological expression of the National Power that supports the Industrial Defense Base will be studied, through natural resources, from the country's scientific and technological institutions with special attention to their infrastructures and with emphasis on aspects related to innovation and human resources, including Science, Technology and Innovation expenditure. Finally, it will be studied the features of Brazilian education, as the great inducer and one of the main factors for the development of the Scientific and Technological Expression of the National Power and, consequently, of the Industrial Defense Base. These features will be splitted into the current educational policies and the results obtained through the analysis of quality indicators. Finally, it will be shown the main causes for the Brazilian educational collapse in the last 20 years.
