| Abstract: | The aim of this research is to demonstrate the need of Brazil to develop and dominate nuclear technology on an industrial scale in the nuclear fuel segment. The narrative, for this, addresses the strategic importance of Brazil to achieve self-sufficiency in the production of nuclear fuel. The study aims to present, that greater the development in this sector, the country will be prepared to play a strategic role, as well as obtain a competitive position of prominence in the international scene. This work describes the origins of the Brazilian Nuclear Program until the implementation of a new Nuclear Policy. Also, presents the Nuclear Program of the Brazilian Navy, the Nuclear Fuel Cycle and addresses the challenges and opportunities of execution, besides a brief contextualization of the main global leaders in this segment. Additionally, also identifies, expansion factors and the importance of the nuclear source for the formation of the Brazilian energy matrix, along to highlighting the policies and perspectives of the National Energy Plan (PNE 2050). It was attested that self-sufficiency in the production of nuclear fuel results in an immediate and significant economy of resources. This happens as a result of having less need to hire external services, with the competitive advantage of producing a higher added value input. The capability to manufacture its own nuclear fuel for peaceful purposes, in its turn, places Brazil in a prominent position on the international scene, besides to being advantageous in reiterating the country's autonomy in the energy sector and, furthermore, contributing to solidify the national defense policy. This reality is equally important to operate nuclear powered submarines, which, besides providing technological innovation and defense advantages, this will mean development for the Brazilian naval industry. Thus, identifying that the benefits outweigh the interests of the GNP and translate into priceless values for the whole country. |
| Description: | O objetivo desta pesquisa é demostrar quais são as necessidades de o Brasil desenvolver e dominar a tecnologia nuclear em escala industrial no segmento de combustível nuclear. A narrativa, para isso, discorre acerca da importância estratégica de o Brasil alcançar autossuficiência na produção de combustível nuclear. O estudo objetiva demonstrar, pois, que quanto maior for o desenvolvimento nesse setor, o País estará preparado para exercer papel estratégico, bem como ocupar posição competitiva destacada no cenário internacional. Este trabalho descreve, então, as origens do Programa Nuclear Brasileiro até o implemento da nova Política Nuclear. Apresenta, ainda, o Programa Nuclear da Marinha do Brasil, o Ciclo do Combustível Nuclear e trata de desafios e oportunidades de execução, além de breve contextualização sobre os principais líderes globais nesse segmento. Identifica, também, fatores de expansão e a importância da fonte nuclear para a formação da matriz energética brasileira, além de destacar políticas e perspectivas do Plano Nacional de Energia (PNE 2050). Constatou-se que a autossuficiência na produção de combustível nuclear resulta em imediata e expressiva economia de recursos. Isso acontece em consequência de haver necessidade menor de contratar serviços externos, com a vantagem competitiva de produzir insumo de maior valor agregado. A capacidade de fabricar o próprio combustível nuclear para fins pacíficos, por sua vez, coloca o Brasil em posição destacada no cenário internacional, além de apresentar-se vantajoso para reiterar a autonomia do país no setor energético e, ademais, contribuir para solidificar a política nacional de defesa. Essa realidade é igualmente importante para operacionalizar submarinos de propulsão nuclear, que além de proporcionarem inovação tecnológica e vantagens de defesa, significarão desenvolvimento à indústria naval brasileira. Identifica-se, assim, que os benefícios superam os interesses do PNB e traduzem-se em valores inestimáveis para todo o País. |
