Inspeção de saúde na Força Aérea Brasileira: propostas de aperfeiçoamento

Abstract

This work addresses one of the most important medical areas developed within the Armed Forces, which is the Forensic Medicine. The Aeronautics Command carries out this activity through health inspections designed to verify the state of physical and mental health of military and civilian personnel, according to a specific purpose. The scope of this study seeks to improve the process of organization, execution and planning of the flow of procedures adopted by the Health Boards with the final objective of analyzing the current medical expert activity in the context of the Brazilian Air Force and propose measures for its improvement to strengthen the Military and Psychosocial Expressions of the National Power. The methodology adopted included a systematic review of the literature, Manuals of Medical Expertise, Normative Instructions in the scope of the Aeronautics Health Directory and the Aeronautics Command, federal legislation and Internet research. Besides documental research through the collection of statistical data about the quantity of health inspections performed at the Center for Aerospace Medicine (CEMAL), as a partial sample, because it is a reference center in medical expertise, in the context of the Aeronautics Health System of which it is a member and also the experience of the author as a participant in this medical activity for over a decade. Initially, it brings a broad analysis of the exercise of the expert practice, the differences between the models of assistance and expert medical performance, some qualifications and qualities for the good conduct of expert work, the professional duties inherent to the expert and the areas of approach to medical expertise with greater emphasis on administrative, listing its main activities. Next, it makes a historical review of the beginning of the medical expertise carried out in the Brazilian Air Force through the current Center of Aerospace Medicine, an analysis of the processes currently existing in the realization of health inspections and the structure of the Health Boards within the Aeronautics Health Service. And finally, it proposes measures for the improvement of the existing expert model in light of the theoretical reference presented to strengthen the Military and Psychosocial Expressions of the National Power. The conclusion indicates that the proposed actions aim to offer subsidies for the process of improvement of the current expert system executed in the Aeronautics Health Service, with the use of the already existing technological potential and the human capital of excellent quality to achieve the final objective idealized by meeting the National Defense Policy (2020), the National Defense Strategy (2020), the Military Strategic Plan of the Aeronautics (2018) and the Federal Constitution of Brazil (1988).
