Adestramento militar conjunto – combinado das Forças Armadas Sul-americanas em operações de combate convencionais

Abstract

The present work approaches the topic proposed from a totally pragmatic point of view. It is centered in specifying the measure of contribution that this task might provide to medium term, to the South American nations under the umbrella organizational of UNASUR, depending on the primary aims as for Defense, fixed so much by the organization as everything, like the established ones for the responsible organ in this matter: the South American Advice of Defense (CDS). This way, following a sequential methodology, in the first fundamentally documentary step, there is analyzed the legal in force frame, across the principal governing documents in the contexts world, regionally, sub regional and nationally, by the intention of determining the legal foundations that the proposed task would have. Then in the second step, principally descriptive - explanatory, there are analyzed in detail the available precedents of last ten years, in order to be useful and to exploit the works realized by the Armed Forces of South America, putting special emphassims in the conceptual and methodological characteristics of the above mentioned precedents, to determine the degree of relation that exists, if it will be, between the above mentioned precedents and what it proposes and deals on how it might take to forward the task. Finally, and before concluding, with the analytical bases obtained in both previous steps, a possible model is planned, of many others that will be able to arise when the studies are deepened. In the above mentioned idea of maneuver, lines of work overturn in different areas, under a direction, the only and determinant, that understands itself like necessary, suitable and valid. On the closing ideas express it forces on the raised problem, in a final conclusion, in the intention of ratifying a task that is glimpsed like of high political strategic value, so much for the sub regional Organization as everything, for his member states and fundamentally for his Armed Forces, which definitively will be the subjects that professionally will extract the major direct benefits. Or, on the contrary, they will be able to feel his absence come the case of his royal employment in pursuit of the fulfillment of his principal mission: to win in combat.
