A redução da criminalidade em Bogotá e Medelín nos últimos trinta anos: paradigmas de segurança cidadã para as metrópoles brasileiras?

Abstract

This article constitutes a bibliographic and documentary research of the measures adopted in the two main Colombian metropolises, Bogotá and Medellín, from the 1990s, to face their chronic and varied challenges in the domain of public security, taking into account structural elements of violence in Colombia as a whole and peculiarities of those two cities. The work includes furthermore an assessment of the feasibility of replicating actions designed for the Colombian reality in the Brazilian context, considering the structural differences in terms of political and legal organization between the two countries. It also presents perspectives for the valorization of the concept of citizen security in Brazil in the light of recent measures adopted by authorities of the constituted Powers and suggestions from experts and academics, including a greater engagement of the population and municipal governments in this domain.
