A UNIFIL, o Brasil e seus condicionantes de defesa

Abstract

Since 2011, Brazil participates in the United Nations Interim Force in Lebanon (UNIFIL) as commander of the Maritime Task Force (MTF). The object of this monograph is, in the light of constraints instruments of the National Defense, particularly the National Defense Policy and Strategy, and the country's interest in participating in that peacekeeping operation, identify the extent to which participation contributes to achieving the objectives set out in those instruments. The methodology includes a bibliographical and documentary research, having been based, fundamentally, on national legislation and reports produced within the framework of the United Nations. The study addresses the position of Brazil after 2011, because there are no records of Brazilian's military participation in the previous period, without considering economic aspects, given the confidentiality of related information. Initially, highlights, from the constraints instruments of Defense, the objectives and actions that are related to the mission, followed by a description of the history and situation of UNIFIL, focusing on activities and events within the MTF; identify the interests that led Brazil to take part in the mission; and, finally, examines the alignment's degree of this participation with the objectives set out in its Defense policy. The conclusion indicates that don't exist conflicts in Brazil's participation in UNIFIL with its Defense objectives, except for the fact that is operating in a strange area to its geostrategic environment, but do so at the dictates of its internal and external policies, alerting to the question of the delicate persistent unstable equilibrium in the region.
